Enforcement Strategies

Combating wildlife crime in the Caribbean requires a multi-strategy approach that integrates frontline enforcement with proactive policy-making and community engagement. The CAR-WEN Working Group employs complementary strategies that reinforce governance, protect biodiversity, and bolster regional collaboration.

Effective Strategic Interventions Identified for the Wider Caribbean

  • Alternative Livelihoods Development

Assisting communities in transitioning from illegal activities harmful to wildlife to sustainable, biodiversity-friendly livelihoods.

  • Behaviour Change Promotion

Designing and implementing targeted programs to actively encourage specific behavioural shifts—such as reducing demand for illegal wildlife products—in key communities.

  • Biosecurity Surveillance and Control

Safeguarding borders against invasive species and zoonotic diseases through continuous monitoring, control, and rapid response.

  • Enforcement Capacity Building

Enhancing training, operational capacity, and resources for enforcement agencies to detect, investigate, prosecute, and mitigate wildlife crimes.

  • Intelligence Gathering, Sharing & Analysis

Improving intelligence gathering, data-sharing platforms, and cross-border information exchange.

  • Joint Operations

Coordinating multi-agency investigations and enforcement operations, often in collaboration with international partners.

  • Knowledge Creation & Management

Conducting research, collecting and analyzing data, and developing analytical toolkits to inform Caribbean wildlife enforcement.

  • Legal, Regulatory & Policy Reform

Strengthening wildlife laws, closing legal loopholes, and ensuring policy prioritisation.

  • National Wildlife Enforcement Networking

Formalising national-level wildlife enforcement taskforces integrated within a broader regional framework.

  • Network Establishment & Management

Coordinating cross-sector collaboration, establishing governance structures, and ensuring unified action among diverse stakeholders.

  • Provision of Technical Services

Providing specialised support, including programme and project design, and developing shared resources and tools.

  • Wildlife Rehabilitation, Sanctuary & Release

Providing immediate care, rehabilitation, and sanctuary for confiscated or injured wildlife, and safely releasing rehabilitated animals back into suitable natural habitats.
