Enforcement Capacity Building
Enforcement Capacity Building strengthens the skills, resources, and coordination needed for effective wildlife enforcement across the Caribbean. Activities include conducting regional capacity assessments, developing comprehensive law enforcement training programmes, enhancing forensic and evidence-gathering capabilities, and establishing community-based prevention incentives. By addressing gaps in skills, tools, and coordination, this strategy lays the groundwork for a robust and cohesive enforcement framework.
In the CAR-WEN Strategic Plan, Enforcement Capacity Building is detailed as a core operations strategy aimed at ensuring wildlife laws are consistently upheld and enforced. The plan outlines a wide range of activities, from creating specialised training curricula and strengthening prosecutorial and judicial expertise to implementing forensic capability upgrades and launching a regional officer exchange programme. These actions build on baseline assessments and strategic alignment to ensure that capacity-building is targeted, relevant, and regionally coordinated.
Looking ahead, investing in enforcement capacity will be critical to sustaining progress against wildlife crime in the Caribbean. A well-trained, well-equipped, and well-connected enforcement community will be able to respond to emerging threats, adapt to new challenges, and set higher standards for wildlife enforcement across the region. By fostering collaboration, professional development, and innovation, this strategy will help ensure that wildlife crime carries a high risk and that offenders face effective legal consequences.
