Enforcement Strategies

Intelligence Gathering, Sharing & Analysis

Intelligence Gathering, Sharing & Analysis strengthens the ability of enforcement agencies across the Caribbean to detect, investigate, and disrupt wildlife crime networks. Activities include developing a coordinated intelligence strategy, providing specialised training for intelligence officers and analysts, creating a regional wildlife crime database, leveraging satellite and remote sensing technologies, facilitating cross-border intelligence sharing, and monitoring online platforms for illegal wildlife trade. These efforts improve the timeliness, quality, and reach of enforcement actions against wildlife crime.

In the CAR-WEN Strategic Plan, Intelligence Gathering, Sharing & Analysis is described as an expanded operations strategy that builds the intelligence infrastructure and skills needed for effective regional cooperation. It integrates capacity assessments, the development of secure and interoperable databases, the adoption of advanced surveillance technologies, formalised intelligence-sharing frameworks, and cyber-monitoring of social media and online marketplaces. Together, these measures strengthen the region’s ability to anticipate criminal activity, target high-value offenders, and coordinate responses across borders.

Looking ahead, enhancing intelligence capacity will be critical to staying ahead of increasingly sophisticated wildlife crime networks. Continued investment in technology, secure information systems, and professional development will improve both the speed and effectiveness of enforcement operations. By building trust and operational compatibility among Caribbean agencies, this strategy will enable the region to act as a unified intelligence network capable of dismantling organised wildlife crime.
