Enforcement Strategies

Behaviour Change Promotion

Behaviour Change Promotion addresses the human behaviours that drive demand for illegal wildlife products and contribute to wildlife crime in the Caribbean. Activities include coordinating regional campaigns, delivering culturally tailored messages through traditional and digital media, integrating wildlife topics into school curricula, engaging communities through participatory events, and using arts and culture to inspire conservation values. Together, these efforts aim to make illegal wildlife trade socially unacceptable and foster public support for wildlife enforcement.

In the CAR-WEN Strategic Plan, Behaviour Change Promotion is presented as a core operations strategy that builds on the Social Marketing work of the establishment phase. It includes coordinated campaign planning, traditional media outreach, digital and social media engagement, school-based education programmes, direct community involvement, and wildlife-themed arts and culture initiatives. These activities are designed to operate across multiple Caribbean countries and territories, aligning messages regionally while respecting local cultural contexts. By influencing behaviour at both individual and community levels, this strategy strengthens the foundation for sustained wildlife enforcement success.

Looking ahead, behaviour change will be a key driver of long-term impact in combating wildlife crime. Reducing consumer demand, shifting social norms, and building grassroots support for enforcement will increase the cost and risk to offenders while strengthening the legitimacy of enforcement agencies. Ongoing investment in creative, evidence-based communications and partnerships will help ensure that behaviour change becomes an enduring force for protecting biodiversity in the Caribbean.
