Network Establishment & Management

Network Establishment & Management brings together the people, agencies, and systems needed to make wildlife enforcement in the Caribbean truly collaborative. Activities include identifying and engaging key governmental stakeholders, building formal and informal partnerships, creating secure and efficient communication platforms, and hosting regular stakeholder meetings and workshops. These efforts ensure that information flows smoothly, relationships remain active, and all relevant parties are working in unison to address wildlife crime.

In the CAR-WEN Strategic Plan, this strategy is represented by two distinct but interlinked elements. Network Facilitation in the establishment phase focuses on building the initial network—mapping stakeholders, setting up communications systems, and fostering participation. Network Management in the core operations phase builds on that foundation, with a dedicated management unit, formal decision-making processes, resource mobilisation, and active participation in international fora. Together, these phases create a progression from initial engagement to sustained, coordinated action across the region. 

Looking ahead, a strong network will remain the backbone of the CAR-WEN’s work, improving not only the speed and effectiveness of wildlife enforcement but also increasing responsiveness to emerging threats and ensuring the region remains aligned with global best practice. As the network grows in capacity and scope, it will enhance the collective ability of Caribbean nations to deter, detect, and dismantle wildlife crime through unified, strategic action.
