Enforcement Strategies

Joint Operations

Joint Operations coordinate multi-agency and multi-country enforcement efforts to dismantle transnational criminal networks engaged in wildlife crime. Activities include developing operational frameworks and aligning legal procedures, conducting controlled deliveries to track shipments and identify offenders, targeting networks through anti-money laundering investigations, carrying out joint maritime patrols, executing multi-country sting operations, and implementing cyber operations to disrupt online trafficking. These collaborative enforcement actions strengthen cross-border cooperation, increase operational reach, and deliver a higher impact against organised wildlife crime.

In the CAR-WEN Strategic Plan, Joint Operations is outlined as an expanded operations strategy aimed at using coordinated action to disrupt high-level offenders and their networks. It brings together legal alignment, operational planning, and targeted interventions such as financial investigations, maritime interdictions, and simultaneous multi-country raids. By including cyber operations alongside traditional enforcement approaches, this strategy addresses both physical and digital dimensions of wildlife crime, ensuring operations remain effective in an evolving threat environment.

Looking ahead, joint operations will be critical for countering the mobility and sophistication of transnational wildlife crime networks. Sustained investment in legal harmonisation, advanced training, and operational coordination will enable Caribbean countries to act as a united enforcement front. By pooling intelligence, resources, and specialised expertise, the region can deliver complex, high-impact operations that significantly disrupt wildlife trafficking and its associated criminal enterprises.
